To train the attachés in their first employment, and to contribute to the continuing education of civil servants in France and abroad : these are the main missions of the Bastia Regional Institute of Administration (IRA).
Since the reform of the schooling in 2007, the Institute works fully matching the needs of all the professional sectors of the public administration.
The Regional Institute of Administration located in Bastia is a national public institution,
member of the RESP, the French network of public service schools. Here is a brief
presentation of our activities.
The IRA is seeking to achieve a high level of distinction in the education of civil servants, and is adapting its teaching to the challenges faced by the French civil service ; the last reform of the schooling, in 2007, has much improved the professionalization of the education provided by the IRA.
There are about one hundred and fifty students in each class for entrance into the civil service.
Admission at the IRA is through competitive examinations only. The 1-year course includes a core-curriculum and a professional course, as well as in-service trainings in the French or the foreign administrations. The course gives the students the opportunity to experience a broad variety of different environments and responsibilities, and to get prepared to work in the various sectors of the civil service. Moreover, the IRA contributes to a course leading to a Master’s degree in public administration, issued by the Institute of Public Management and Territorial Governance from the Paul Cezanne University in Marseilles.
As part of its continuing education program, the IRA offers various training cycles intended for the civil servants of the territorial administrations based in the South of France and some of the French overseas territories.
More than a hundred professional training sessions are developed by the IRA every year. As part of the reform of the civil service, the IRA mobilizes its know-how to meet the needs in terms of human resources management and also offers a broad range of tailor-made training programs.
Gathered from its long-term experience abroad, the IRA offers its partners abroad a wide range of cooperation programs :
- To develop bilateral programs of technical assistance, as was the case in 2008 with
Morocco, Turkey and Tunisia ;
- To participate actively in educational and pedagogical exchanges networks, as is the case with Romania, Italy, Quebec and Vietnam ;
- To promote partnerships with foreign public administration schools, through the RESP, or on a bilateral way as is the case with the University of Siena, in Italy.
In the Mediterranean area, where the IRA is geographically well situated, several prospects for its future are emerging :
- To enhance the policy of networks and exchanges development, by building long-term
partnerships, such as the creation of a “Euro-Mediterranean observatory of the administrative territorial governance”, that will be open to all the countries from the Mediterranean area. This project has been endorsed in principle by the representatives of the 15 Mediterranean countries who attended the seminar held in June 2008 on the “Good practices in the territorial and local administrations of the Mediterranean area” ;
- To maintain and enhance technical assistance : new actions in this matter are going to be initiated with Egypt and Syria ;
- To offer an international course of study to foreign students.
INTERNATIONAL ADMINISTRATIVE COOPERATION : MAIN FEATURES
November 2007 : in partnership with the French Direction générale de l’administration et de la fonction publique, the IRA takes part in the conference of the Mediterranean public administration schools in Lisbon, Portugal.


October 2008 : a delegation of Tunisian high-ranking officials is received at the IRA as part of a cooperation agreement signed with the French Direction générale de l’administration et de la fonction publique, relating to the management of the continuing education for the civil servants.

December 2008 : with the support of the Embassy of France in Turkey, the director of the IRA, Mr. Bernard Zahra and the director of the Ankara TODAIE school of administration, Mr. Eyyup Isbir, sign a long-term agreement (5 years). This agreement aims to promote and establish bilateral cooperation activities in the field of public administration.
Different forms of such partnerships :
- the exchange of scholars or experts to give lectures, participate in seminars and provide trainings ;
- the exchange of groups of students, to attend conferences and trainings, and participate in seminars on specific issues ;
- any other actions of cooperation in the field of public administration.
